In most instances an employer can no longer pay or reimburse employees with pre-tax dollars for health coverage that is obtained in the individual market. The Department of Labor (DOL) recently issued Technical Release 2016-1 in relation to how this rule impacts student health plans.

Congratulations on making it through the craziness of the first individual open enrollment period and small group early renewal process. Some of you may still be finalizing the clean up and reconciliation process for any newly sold business. As you are finishing this task and the weather finally improves it may be tempting to play lots of golf or escape for a long vacation during the Spring/Summer months. This "off-season," however, is the time to remain the most disciplined.

The U.S. Department of Health and Human Services (HHS) has published a draft version of the individual application that will be used for public exchange enrollments starting on October 1, 2013. The application may be as long as 21 pages for some families.

Estimates indicate the online application process will take a minimum of 45 minutes to complete, and it could be even longer for individuals applying for coverage with dependents. Social Security Numbers, citizenship and residency status and employment and income verification are among the items that will need to be disclosed. A recent AP news article indicated the application process "could be as daunting as doing your taxes."
